It's up to the organiser. His route, his rules.

Running much more than about 6 in a group is difficult, you want to try not to loose those at the back for eg when going through lights, or turning in traffic. Larger groups can make that difficult. You also don't want to make a nuisance of yourselves to other road users.

Can I ask why this event is restricted to 8 cars?

As stated and logistics. On all day runs you need at least 3 stops so you need stops with large carparks and you need bookings for tables/menus etc. I've done 3 groups of 7 cars several times before, circa 40 people, this requires large hotels and lots of behind the scenes work. This is just an off the cuff small run that requires minimum effort.
